{"id":153733,"date":"2022-03-30T06:46:54","date_gmt":"2022-03-30T04:46:54","guid":{"rendered":"https:\/\/www.sp-ps.ch\/vorstoesse\/asylsozialhilfe-fuer-vorlaeufig-aufgenommene-nicht-unter-dem-existenzminimum-2\/"},"modified":"2022-03-30T06:46:54","modified_gmt":"2022-03-30T04:46:54","slug":"asylsozialhilfe-fuer-vorlaeufig-aufgenommene-nicht-unter-dem-existenzminimum-2","status":"publish","type":"vorstoesse","link":"https:\/\/www.sp-ps.ch\/fr\/vorstoesse\/asylsozialhilfe-fuer-vorlaeufig-aufgenommene-nicht-unter-dem-existenzminimum-2\/","title":{"rendered":"Asylsozialhilfe f\u00fcr Vorl\u00e4ufig Aufgenommene nicht unter dem Existenzminimum"},"content":{"rendered":"<div class=\"page\" role=\"region\" data-page-number=\"1\" aria-label=\"Page 1\" data-loaded=\"true\"><span id=\"page6R_mcid55\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Der Regierungsrat wird <\/span><span dir=\"ltr\" role=\"presentation\">wie folgt beauftragt:<\/span><br \/>\n<\/span><span id=\"page6R_mcid56\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">1.<\/span> <span dir=\"ltr\" role=\"presentation\">Die Sozialhilfe f\u00fcr vorl\u00e4ufig Aufgenommene nach sieben Jahren ist nach den gesetzlichen (z.<\/span> <span dir=\"ltr\" role=\"presentation\">B. <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">SHG) und verfassungsrechtlichen Vorgaben auszurichten.<\/span><br \/>\n<\/span><span class=\"markedContent\"><span class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">2.<\/span> <span dir=\"ltr\" role=\"presentation\">Die Verordnung \u00fcber die Sozialhilfe im Asyl<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Fl\u00fcchtlingsbereich (SAFV) ist bei d<\/span><span dir=\"ltr\" role=\"presentation\">en Grundb<\/span><span dir=\"ltr\" role=\"presentation\">e-<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">darfsleistungen entsprechend anzupassen.<\/span><\/span><\/span><span id=\"page6R_mcid58\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Begr\u00fcndung:<\/span><br \/>\n<\/span><span id=\"page6R_mcid59\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Im Vortrag der Konsultation zur Verordnung \u00fcber die Sozialhilfe im Asyl<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Fl\u00fcchtlingsbereich (SAFV) <\/span><span dir=\"ltr\" role=\"presentation\">haben wir mit grossem Befremden festgestellt, dass der Grundbedarf f\u00fcr vorl\u00e4ufig Aufgenomm<\/span> <span dir=\"ltr\" role=\"presentation\">ene nach <\/span><span dir=\"ltr\" role=\"presentation\">sieben Jahren in der Asylsozialhilfe (VA 7+) unter den gesetzlichen und verfassungsrechtlichen Vorg<\/span><span dir=\"ltr\" role=\"presentation\">a<\/span><span dir=\"ltr\" role=\"presentation\">ben berechnet wird. Die K\u00fcrzungen sind derart hoch, dass das Existenzminimum bei weitere unterschri<\/span><span dir=\"ltr\" role=\"presentation\">t<\/span><span dir=\"ltr\" role=\"presentation\">ten wird (382 Franken pro Monat pro Person, bei <\/span><span dir=\"ltr\" role=\"presentation\">Familien teilweise tiefer). Diese auf unbestimmte Dauer <\/span><span dir=\"ltr\" role=\"presentation\">reduzierten Grundbedarfsleistungen verletzen das geltende kantonale SHG (u.<\/span> <span dir=\"ltr\" role=\"presentation\">a. Art. 30), verschiedene <\/span><span dir=\"ltr\" role=\"presentation\">Grundrechte (u.<\/span> <span dir=\"ltr\" role=\"presentation\">a. die Menschenw\u00fcrde und das Diskriminierungsverbot) und bei Kindern auch die UNO<\/span> <span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">Kinderrechtskonvention, die von der Schweiz ratifiziert worden ist. Mit monatlich 382 Franken kann kein <\/span><span dir=\"ltr\" role=\"presentation\">Mensch im Kanton Bern leben. Die angestrebte gesellschaftliche Integration ist mit diesen Ans\u00e4tzen un<\/span><span dir=\"ltr\" role=\"presentation\">m\u00f6glich. Obschon das Berner Stimmvolk in der SHG<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">Re<\/span><span dir=\"ltr\" role=\"presentation\">vision vom Mai 2019 selbst eine 15 Prozent<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">K\u00fcrzung des Grundbedarfs f\u00fcr VA 7+ abgelehnt hat, schl\u00e4gt die Gesundheits<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">, Sozial<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Integration<\/span><span dir=\"ltr\" role=\"presentation\">s<\/span><span dir=\"ltr\" role=\"presentation\">direktion (GSI) nun eine vierfach h\u00f6here Senkung vor.
