{"id":153842,"date":"2022-03-25T15:54:43","date_gmt":"2022-03-25T14:54:43","guid":{"rendered":"https:\/\/www.sp-ps.ch\/vorstoesse\/fruehkindliche-betreuung-bildung-und-erziehung-fbbe\/"},"modified":"2022-03-25T15:54:43","modified_gmt":"2022-03-25T14:54:43","slug":"fruehkindliche-betreuung-bildung-und-erziehung-fbbe","status":"publish","type":"vorstoesse","link":"https:\/\/www.sp-ps.ch\/fr\/vorstoesse\/fruehkindliche-betreuung-bildung-und-erziehung-fbbe\/","title":{"rendered":"Fr\u00fchkindliche Betreuung, Bildung und Erziehung (FBBE) \u2013 faire Startchancen f\u00fcr alle"},"content":{"rendered":"<p><span dir=\"ltr\" role=\"presentation\"><span id=\"page5R_mcid17\" class=\"markedContent\">Der Regierungsrat wird aufgefordert,<\/span><\/span><strong><span dir=\"ltr\" role=\"presentation\"><br \/>\n<\/span><\/strong><\/p>\n<ul>\n<li><span id=\"page5R_mcid13\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">die bestehenden Angebote im <\/span><span dir=\"ltr\" role=\"presentation\">Bereich der fr\u00fchkindlichen Betreuung, Bildung und <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Erziehung direktions\u00fcbergreifend besser zu vernetzen;<\/span><\/span><\/li>\n<li><span id=\"page5R_mcid14\" class=\"markedContent\">\u00a0<span dir=\"ltr\" role=\"presentation\">auf der Grundlage der Empfehlung der schweizerischen UNESCO<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">Kommission <\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">das bestehende Angebot zu \u00fcberpr\u00fcfen;<\/span><\/span><\/li>\n<li>\u00a0<span dir=\"ltr\" role=\"presentation\">unter der gemeinsamen Federf\u00fchrung der Ges<\/span><span dir=\"ltr\" role=\"presentation\">undheits<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">der Justiz<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und der<br \/>\n<\/span>Bildungsdirektion eine umfassende, bereichs\u00fcbergreifende Strategie zu entwickeln<br \/>\nund die notwendigen gesetzlichen Grundlagen anzupassen\/zu erg\u00e4nzen.<\/li>\n<\/ul>\n<p><span id=\"page5R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Insbesondere muss erreicht werden, dass auch Kinder aus benachteiligten Familien die <br role=\"presentation\" \/>bestehenden Angebote tats\u00e4chlich nutzen.<br \/>\n<\/span><\/span><\/p>\n<p><span id=\"page5R_mcid23\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Begr\u00fcndung: <\/span> <\/span><span id=\"page5R_mcid24\" class=\"markedContent\"> <\/span><span id=\"page5R_mcid25\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Die ersten Lebensjahre eines Kindes sind f\u00fcr alle Familien herausfordernd und f\u00fcr die <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">sp\u00e4tere psychische und physische Gesundheit des Kindes wie<\/span> <span dir=\"ltr\" role=\"presentation\">auch f\u00fcr seine Bildungs<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">chancen pr\u00e4gend. Gelingt ein guter Start, so verbessern sich insbesondere f\u00fcr Kinder aus <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">sozial benachteiligten Familien die Gesundheits<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Bildungschancen deutlich. <\/span> <\/span><span id=\"page5R_mcid26\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Um eine optimale Entwicklung zu gew\u00e4hrleisten, braucht es vers<\/span><span dir=\"ltr\" role=\"presentation\">chiedenste Angebote f\u00fcr <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Familien wie auch f\u00fcr Kinder. Sie reichen von den vor<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und nachgeburtlichen Angeboten <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">(maternity care), Beratung<\/span><span dir=\"ltr\" role=\"presentation\">s<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Begleitungsangeboten von Familien (beispielsweise M\u00fctter<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">und V\u00e4terberatung) zu fr\u00fchkindlichen Bildungs<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Betr<\/span><span dir=\"ltr\" role=\"presentation\">euungsangeboten wie Kitas und <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Spielgruppen, Elternbildung, bis zu Treffpunkte<\/span><span dir=\"ltr\" role=\"presentation\">n<\/span> <span dir=\"ltr\" role=\"presentation\">f\u00fcr Familien (Familienzentren), die dann <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">ihre optimale Wirkung entfalten k\u00f6nnen, wenn sie allen zug\u00e4nglich und qualitat<\/span><span dir=\"ltr\" role=\"presentation\">iv hochwertig <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">sind. Ein solches<\/span> <span dir=\"ltr\" role=\"presentation\">bedarfsgerechtes Angebot b<\/span><span dir=\"ltr\" role=\"presentation\">ringt einen grossen volkswirtschaftlichen <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Nutzen. Dies zeigen verschiedenste Studien. <\/span> <\/span><span id=\"page5R_mcid27\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Allen Kindern Zugang zu einer qualitativ hochwertigen Fr\u00fchen F\u00f6rderung zu erm\u00f6glichen, <\/span><span dir=\"ltr\" role=\"presentation\">ist eine \u00f6ffentliche Aufgabe. Eine Politik der fr\u00fchen Kindheit schafft Rahmenbedi<\/span><span dir=\"ltr\" role=\"presentation\">ngungen, <\/span><span dir=\"ltr\" role=\"presentation\">damit Angebote von hoher Qualit\u00e4t entstehen, die f\u00fcr alle erschwinglich sind. Sie orientiert <\/span><span dir=\"ltr\" role=\"presentation\">sich dabei an den Bed\u00fcrfnissen der Kinder und ihrer Bezugspersonen. Eine Politik der fr\u00fchen <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">Kindheit hilft, Familie und Beruf besser zu vereinbaren<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">und s<\/span><span dir=\"ltr\" role=\"presentation\">orgt f\u00fcr gerechtere Chancen <\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">beim Eintritt in den Kindergarten. Kanton und Gemeinden sind daf\u00fcr zust\u00e4ndig, dass gen\u00fcg<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">end qualitativ hochwertige und bezahlbare Angebote zur Verf\u00fcgung stehen. <\/span> <\/span><span id=\"page5R_mcid28\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Um eine optimale Wirkung zu entfalten<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">m\u00fcssen die Schnittstellen <\/span><span dir=\"ltr\" role=\"presentation\">und Ebenen der Bildungs<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">, <\/span><span dir=\"ltr\" role=\"presentation\">Sozial<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">, Integrations<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span> <span dir=\"ltr\" role=\"presentation\">und Gesundheitspolitik aufeinander abgestimmt werden. Bei der Bear<\/span><span dir=\"ltr\" role=\"presentation\">beitung dieser Themen besteht die M\u00f6glichkeit, sich von dem im Februar 2019 publizierten <\/span><span dir=\"ltr\" role=\"presentation\">Ber<\/span><span dir=\"ltr\" role=\"presentation\">icht der Schweizerischen UNESCO<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">Kommission <\/span><span dir=\"ltr\" role=\"presentation\">\u00ab<\/span><span dir=\"ltr\" role=\"presentation\">Eine<\/span> <span dir=\"ltr\" role=\"presentation\">Politik der Fr\u00fchen Kindheit <\/span><span dir=\"ltr\" role=\"presentation\">\u2013<\/span> <span dir=\"ltr\" role=\"presentation\">Eine <\/span><span dir=\"ltr\" role=\"presentation\">Investition in die Zukunft<\/span><span dir=\"ltr\" role=\"presentation\">\u00bb<\/span> <span dir=\"ltr\" role=\"presentation\">inspirieren zu lassen. Die Strategie soll aufzeigen, wie die Ange<\/span><span dir=\"ltr\" role=\"presentation\">bote f\u00fcr alle gew\u00e4hrleistet werden k\u00f6nnen.
